I am visiting South Africa, taking in Cape Town and the Garden Route towards the end of this year and as only have two weeks wanted to get some thoughts on the BEST time to go.

I would either have to go in October or January. Are these good times to go? People have told me that it could be cold and windy in October.

Cold, I have found, is a relative term. I am a Canadian and I find October to be one of the better months here in South Africa - sort of close temperature-wise to late May or June at home. January is the height of summer and very hot i.e. 35C -40C is pretty often the case and I live in the mountains. The nights in October sometimes get chilly but not cold. Except on the coast, it is very dry. Humidity inland seldom adds to the heat; on the coast it often does but it is often tempered by the winds or it would be downright oppressive. So it depends what you are looking for but you don't need a parka here in either month but a sweater for October evenings would be a good idea.
