I was thinking of renting a car in Lima and driving South to Pisco (Paracas Reserve), and West to La Oroya & Tarma).

Are the roads in good condition to these areas?

Are they safe for tourists to drive?

You should have no problem going down to Pisco - most of the way is along the Pan American highway. The other roads round there, even those on the Paracas National Park, are OK. (As for Tarma I don't know, I hope to find out myself next year)
